The Italian government, through the Italian Agency for Development Cooperation (AICS) in Kiev, is launching a new €21 million tender to provide emergency humanitarian aid to the Ukrainian population most affected by the conflict, implemented by civil society organisations active in the country.
"This initiative confirms Italy's concrete commitment to Ukraine: not just emergency assistance, but strategic support that strengthens local institutions and communities. Involving civil society, including many Italian excellences, means guaranteeing rapid, targeted and effective aid in the long term. Italy stands by Ukraine with concrete actions, based on knowledge of the territory and dialogue with those who live it every day," said the Italian Ambassador to Ukraine, Carlo Formosa.
This is the third AICS call addressed to the Osc since the beginning of the war, confirming a model of intervention that values the direct involvement of civil society and local authorities. With the two previous initiatives, Italy has financed 39 projects for a total of 57 million euro, guaranteeing humanitarian assistance and essential services to over a million people.
The initiative promotes the localisation of aid, with the aim of responding to the needs of the communities most affected by the war, especially those close to the front line.
"The new call is the result of concrete experience on the ground: in two years we have seen how the involvement of CSOs and the Ukrainian authorities ensures more effective interventions that are adaptable to the reality of an evolving conflict. It is not just a question of resources, but of method: we are working to ensure that aid is not fragmented or occasional but part of a system that responds strategically to the actual needs of the communities," added Pietro Pipi, Director of the AICS office in Kiev.
The deadline for submitting proposals is 11 May 2025 at 12 noon. For more information, the full call for proposals is available on the Aics Kiev website.
